The development of new activities, expansion or relocation in the countries where we operate generates employment and direct and indirect economic bene fi ts. The activities are carried out in accordance with controlled social and environmental standards. The development of the group’s activities would contribute to the dynamism of the regions where it operates. It would strengthen their attractiveness by promoting the development of skills and employment, while actively engaging in local life around the sites.

4.3.3.2 A high level of requirements in terms of the safety and security of activities and products
Nuclear safety and industrial safety policy and actions The safety and security of its operations and transport are a priority for Orano. It is one of its six values.
Nuclear and industrial safety and security are based in particular on the principle of defense in depth, which is reflected in a series of risk management measures (“lines of defense”) aimed at preventing technical or human failures and limiting their impacts. It contributes to the fundamental human right to live in a healthy environment. Measures are thus implemented at four levels: ● prevention , which consists of building in, at the design, construction, and operating stages, intrinsic resistance to its own shortcomings and to attacks de fi ned a priori ; ● monitoring , enabling incidents to be detected, followed by implementation of actions to prevent them from leading to an accident, and fi nally, restoration of normal or safe operation; ● limiting the consequences in order to control accidental situations that could not be avoided or, failing that, limiting their aggravation by restoring the facilities and keeping them in a safe condition; and ● management of the most serious accidents to mitigate the consequences of accidents resulting from the failure of the third level of defense in depth. These four levels of defense, taken into account from the design stage of the facilities, are supplemented by a fi fth level comprising the organizational arrangements and the means implemented to manage emergency situations and protect the public. Improvement actions targeting the fi ve levels of defense in depth were carried out to take into account experiential feedback, such as lessons learned from the Fukushima accident.
DEFINITIONS Nuclear safety consists of all the technical, organizational, and human measures relating to the design, construction, operation, shutdown, and decommissioning of regulated nuclear facilities, as well as the transport of radioactive substances, taken to prevent accidents and limit their effects, and in general, to protect human and environmental health. Nuclear security refers to the protection and control of nuclear materials and associated activities against malicious acts and losses. Safety culture is de fi ned as the key values and behaviors resulting from a collective commitment of leaders and employees, aiming to emphasize safety, in order to ensure the protection of people and the environment. The independent safety organization (ISF) is a key concept in the fi eld of nuclear safety. It means a safety assessment function that is set up within each nuclear entity, in particular at each site, and that is independent of the operational lines. This function is responsible for verifying the application of safety principles and issuing alerts if necessary.
